Minutes of the special meeting held on 17 April, 2007.

CHARITABLE TRUST LAND AT RHOSGOCH

 

The Chairman welcomed Mr. Ian Carruthers from the District Valuers Officer to the meeting.  He also welcomed the Corporate Director (Environment & Technical Services) to the Committee.

 

Discussion took place regarding the revised bids from the interested parties in respect of the Rhosgoch land.  Members of the Committee expressed that the matter should be resolved as the issue has taken years to sell the land.  

 

 

Mr. Carruthers reported that two leading bids should be considered further and that they should be pursued to give positive commitment to moving forward with their proposals.   Mr. Bob Parry OBE considered that consideration should be given to sell the land at auction.

 

 

 

The Treasurer reminded the committee that the procedure for obtaining the qualified surveyor’s report was in order to obtain the best consideration for the site.  However, it was feasible for the Charity Commissions to give their approval for a sale which did not meet this criterion - if, for example an alternative proposal could be said to meet the Charity’s objectives.  

 

 

 

It was noted that at the last meeting it was recommended to the full Charitable Trust that delegated powers be given to this Committee to deal with the proposed development of the Rhosgoch Site before any planning approval is sought.

 

 

 

Deep concerns were expressed by Mr. A.M. Jones that no action has taken place with regard to the trespassers at the Rhosgoch site.  He noted that the electorate of the area are concerned that the trespassers are still on the site.   He also expressed concern that the land had not been let their year due to the trespassers on the site.  The Treasurer responded that discussions have taken place between the relevant departments of the County Council, in relation to the risk of noise pollution,  but the Senior Solicitor dealing with this matter was unavailable to attend the meeting.  He further noted that the Property Department has confirmed that the land has not been let this year due to the trespassers on the site.

 

 

 

The Committee considered that steps should be taken as a matter of urgency to remove the trespassers from the site and it was noted that power to action be given to the Treasurer to deal with matter.  It was noted that a special meeting of this Committee be called if any difficulties arise in respect of this issue.  

 

 

 

Following lengthy deliberations it was RESOLVED :-

 

 

 

3.1

to request the District Valuer to negotiate further with the two leading bidders for the Rhosgoch Site and that planning applications were expected to be submitted by the bidders within the next 6 months.

 

 

 

3.2

to request the Treasurer to correspond with the Charity Commission in respect of possible alternative ways of considering the disposal of the site.

 

 

 

3.3

that power to action be given to the Treasurer to deal with the issue of trespassers on the Rhosgoch site.
